Have you considered adding a third tier to the location...

i.e. Right now I select a state from the drop down, then it offers me a county. (Spent a lot of time adding counties in US) Problem is, I have to keep USA selected as default which then offers up the states in the new drop down, from there I can select the county for the chosen state.

One more tier and I could select country then region/state/territory, then I could have a lower county or city to choose from a third drop down.

Right now I am torn between having none select as the root, which allows me to select country, ie USA Canada, etc. Unfortunately if I do that, the second drop down is too busy with the states and counties showing up in the same list.

Just a suggestion make it 3 tiers deep instead of two.
