Community Builder Plugin should be installed in the Community Builder component. Goto to Components-->Community Builder-->Plugin Management. Here you should click install plugin and install "communitybuilder_jomclassifieds_plugin.zip" zip. If you don't have Community Builder components, you should first install Community Builder.
