Is there a way to use category as a parent category, and make it not usable. For example:

Parent category: Vehicles and sub categories cars and motorcycles

So it will not be possible to add ads to the category Vehicles. If vehicles is choosen, it we be mandadory to choose the sub level, cars or motorcycles.
